COMTRADE: avoiding the REL-04

The REL-02 only produces COMTRADE 1999; 2013 requires the REL-04 hardware upgrade (date TBD — end of 2026 / 2027). Our alternative: the Pulse/Vault pipeline standardizes the 1999 records and adds the required signals — proposal submitted for CEN validation.

  • If the CEN confirms it: ~US$15k saving per recloser
  • Reference: REL-02 ≈ US$3k; REL-04 considerably more + engineering + site work

Protections: the fboot file

The 30/90-min adaptation is an fboot file (IEC 61499 function-block logic) loaded into the RC10 — no hardware change.

  • Comulsa: file + on-site injection test ≈ US$2k per recloser
  • Alternative: confirm with CGE / Enel whether the test is required — if not, it's just uploading the file

GPS sync: local, not centralized

The conventional route is a centralized GPS server (~US$10k). Pulse-iris can act as a local Stratum-1 NTP server: a GPS receiver with PPS on its RS-232/USB port + chrony on its Debian image.

  • Sufficient for COMTRADE UTC stamping; SITR's ±100 µs class: to be validated with utility/CEN
